He/she works there as a 2nd job.?
Their spouce, son or daughter works there.?
He/she is drumming up sponsers for a good cause.?
He/she's getting fuel for the bus.?
The Bus broke down.?
It's a bus that is owned by that place, that does fieldtrips to other places like that one.?
Maybe it's a real dumb individual who was so in need of... (you know:crazy03: )...and wasn't thinking straight, as he/she got caught up in the moment, parking the bus in plain sight.

That being said...........The More Serious Side....
IMO, Sick...MAYBE, STUPID definately!!! Abnormal... i'd have to say No.
