Some will do that purposely. They can sell you crap and offer a full refund if you don't like the quality. Of course, shipping charges are non-refundable. So they can do this MANY times with pure garbage and STILL make a profit with just the markup on the shipping costs.
You have to REALLY be on your toes buying off of Ebay. There are
some good sellers there, but the sharks are pretty thick in those waters.
