Yep. Depending on how bad they are, usually means breaking out the buffer with polish and applying elbow grease. But if it is just a sort of crust from evaporating water leaving residue behind, you might be able to get them out just using a clay bar. But if it was water droplets used as magnifying lenses after the sun popped out to burn a mark in the paint, then yeah, polishing time with some work involved.
