I am looking at a 2007 yellow Z06 that has 21,7** miles.

I am curious if I can find out if anyone on here knows any of the history of the car. CARFAX shows a clean car, 3 owners that started in Florida, then went to Kentucky and finally Tennessee.
** Problem #1: The driver side heat/air vent is loose-not just the air vent but the entire corner panel of the dash that contains the vent - and has obvious pry marks where some dummy hacked it out. What reason would someone have for popping this off? Is there an access point there to flash the chip or do anything of that sort?
** Problem #2: The driver window would not go all the way up. Dealer played with it for a minute with no luck, got in, started the car, closed the door and it worked. Is this how it is supposed to work or am I correct in assuming the switch/motor/something is getting finicky and may need more attention.
