1964 Vette Project Car Need Help Pricing it

I found a 1964 Vette, the guy wants $11,500. The car does not have the original motor in it, it is a 283, so not even a corvette engine, or the original interior, non-numbers matching. Looks like its been modified in the front and in the back, the lights have been changed. They added 2 lights in the back and they got rid of the flip ups in the front. It needs paint...and from what we could tell looking underneath there is surface rust. The car runs, it shifts smooth, but runs really rich. From the look of it and the smell it has been in storage for quite some time. Guys says he got it in 1973.

Checked the serial number and it was a 40837S car. Over all the car looks pretty decent but needs to be restored throughout. I really want to make my project car a C2 vette but i am afraid that I dont know what a project vette should cost in this condition. Seems like a fair price to me but I am on the fence as I am not really an expert in this area.
