What is the general consensus of folks here on the quality of Tulammo ammo in general, and their 115 grain 9mm FMJ rounds in particular? Are they dependable? Is this ammo clean or dirtier than others?
 
Never used it myself. If it is steel cased, I don't think I would buy it. But if if is all you can find and you want it NOW, well, better than nothing, I suppose.

If ammo is dirty, just clean your gun regularly after shooting.
