As Rocket said, it's perfectly legal as long as they don't "search" the car. Interior items are pretty much off limits unless they are in plain sight. When I was on motors, we did these randomly as well. Usually though it was while riding and looking at cars as we drove past them or vise versa. You can see obvious safety violations. Sometimes we would publicise them and set up check points. To do them properly takes a while and some equipment. They can't disassemble or remove anything from the car. The government doesn't understand "simple." You continue to screw with your public and it will rise up against you! Next thing you know, insted of filling the government coffers, you're spending more in court cost and overtime comp for the court cases that will flood the courts.
