Default Need help installing a wing

I bought a low profile rear wing for my 84. Wing has 2 standard base mounts. Problem is how do I access the area over the tail lights to install the thru bolts. From bottom, to tight. From license plate area and fuel fill area, still to tight. Got the wing painted and ready to go, help please.
