I agree. Live within a budget. They have been so fat so long that they don't want to cut the BS programs so they cut the more importanat ones. The reason for this is so they can scare the sheep into believing that we need a sales tax increase or some other BS like that. If they hear that Police or Fire personnel are being cut then they get a scare vote to increase taxes. We are so far ahead of the budget curve in the Bay area that they could live on a TRUE deficit for several years before they actually start to LOSE money.
