The officers are not making the tickets up, but they do look more proactively and agressively for more hours of the day to make their supervisors in office happy. The County Sheriff's Departments have not stepped up the enforcement beyond the normal efforts seen before the economic tax problem in my opinion, just the cities and State Troopers following orders to "make the roads safer".
Sorry, not a "false story" at all unless the Tallahassee Democrat was reporting erroneous information. I don't recall all the details, but from what I can recall, and officer pulled over a woman for going 4 mph over the speed limit. Of course, this got into the newspaper because the officer got charged with sexually assaulting the woman, so there likely are extenuating circumstances involved.

There's always going to be a bad apple in every occupation. Those unfortunately, are the ones who generally make headlines

Rocket said you can't write a ticket for <5 over and he's absolutely correct

He also said that it's a mandatory warning. Again, he's 100% correct!

Just because the officer can't write the "ticket" doesn't mean that he/she can't make the stop

Make the stop, issue the warning and see what else you find while there

DL check, tag check, warrant check, maybe even a quick safety check while I have your attention....see where this can go?

But you can not get a "speeding" ticket for < than 5 mph over the posted limit!

Period.

...class dismissed...

Except in School or Construction zones! In which case the fines are doubled!
