Coming at it from the other side of the country, I'm getting few hops (good; it means your provider is "close" to the Internet backbone) but they are a bit slow.
Raw throughput (KB/sec) concerns me a bit less than your latency, at least at this point.

If the fault is at the data center, then if need be I will move the sites (ALL OF THEM) out of there. As I mentioned, at first I got exceptionally good throughput and response from the server this site is on. Then SOMETHING changed, and not for the better.
I would hate like hell to change server hosts right now, but if that is what it takes to fix the problem, then I really don't see another option.
But before I do that, let's grad all the config files that are pertinent so we don't have to rebuild them again.
Damn...... where's my valium.......

BTW, if you go down to the bottom of the page to the left and change the viewing to DEFAULT STYLE, nearly ALL the problems seem to go away.
Figure that one out.......

Let's not throw out the baby with the bath.
I just "groomed" the entire database on this box and that went very fast indeed. Plus I got none of those "The table is usable but ought to be fixed" warnings. Confirmed that it's not a bad little box, and we've ruled out another source of problems.
I've told apache to stop throwing away a child process after every 100 hits; that's a holdover from older versions on a different architecture, and a bit of overhead you don't need.
If we see spotty performance tomorrow I'll turn on monitoring from several different directions and record server performance; if it's the network, you'll have some numbers to use to flog your ISP. Worth giving them a chance to make it right before you cut and run. (And if it DOES come to that, the world is full of hungry service providers.)

Could be a bad vBulletin skin; they do put in everything but the kitchen sink.

I figured if I gave you admin rights you would be able to see it.
Notice the difference?
But that won't explain the slowness over on FaunaClassifieds. I didn't use a skin over there, just modified the color scheme in the default skin.....

For the last few weeks I have had a number of issues with the site. I did not want to mention anything because I know you are busy taking care of all those worms!
I found the site to be very slow and would get blank pages as well. If I refreshed the screen I would get a blank page and wait for sometime before it loaded, or it did not load at all and I would get an error message that it could not connect. When I would get this, I would check to see if I had the same problem on Corvette Forum or the Z16 Forum, and did not experience the issue on either of those sites.
This morning it appears to be running faster and I assume that has something to do with the efforts of "Brassballs". Just a note, the color scheme has changed this morning to a white background and I am assuming that this is being done as part of the diagnostics that you guys are running.
