Right to keep and bear arms? We've got that here? Last several times I bought a gun I had to ask the government PERMISSION before I could take possession of them. Which, of course, means they can say "NO" any time they want to. I also have to get permission to carry a concealed weapon. Open carry is illegal in Florida. So much for keeping and bearing being a "right". Rights don't have permits, fees, or call in checks required beforehand.
