General Motors, Chrysler LLC and the government today were making final arrangements to transfer the first installments of federal emergency loans to the automakers.

Two questions here:

(1) Who gets the interest benefit when (or if) the companies pay back that loan?

(2) If they default on the loan and go belly up anyway, who foots the bill?
