Are you good at creating stuff on computers?? Can you help me??

Ok guys and gals I am not good with "Creating" things on the computer.

So can anyone help me???

I am trying to print up a certificate but want the border to be little C6 flags all around it, I just cant seem to do it !!

Can anyone with this kinda expertise help?? I need the certificate to be horizontal if possible

If I can get the border done , I can fill in the rest if you can send it to me where its able to be edited...
