Can remove stain

Tried acid, bleach, wire brush and everything else and it won't touch this stain. Looks like a clear epoxy or some kind of water proofing. Not sure what to do. I guess sand blast.

Yeah, I spilled some of that purple PVC pipe cleaner on the floor of my garage, and NOTHING will remove it. I think I would have to grind it down to the bedrock to get rid of it. Some things are just there for good, it seems.

I think i can sand blast it away.
