headlight vacuum help

I replaced the two headlight actuators, the vacuum check valve and hoses and the interior over ride switch on my 77. Now, with good vacuums all around the system, the headlights still no not rise as they should. It seems as though they will close. It appears to me that the purpose or function of the actuator is to "boost" the headlights up into the locked position and the same for "boosting" them down, as apposed to "holding" them in place with a constant vacuum pull. My drivers side will shoot up, half way, and then just stay there. With the lights off, it will fall down. The passenger does nothing. Is the necessary adjustment in the part that screws onto the actuator's threaded rod? I have tightened and loosened this, thus changing the position and amount of inner and outer movement, with no success. Any ideas would be greatly appreciated. thanks much - kip:shrug01:

Do you have enough vacuum?
Did you put in a hot cam?
Are the pivot points lubed?
Have you, tried to use an outside vacuum pump?
Do you have one?
I have, here in Spring Hill, and would be happy to allow you to use it, in my driveway. That way you don't have to return it or I don't have to shag you down to get it back. LOL
My tool box, has disapated over the years, from lending.
