Lights don't always open

Anyone have any thoughts on this? Sometimes when we start the car while it is in the garage, the headlamps come on but the headlamps don't open. Since this car was originally shipped to Canada, the manual states that I cannot turn off the "twilite sentinel" feature which automatically turns on the headlamps, which it does, but doesn't always pop-up the lights.
I don't think this is a mechanical problem and would like to know if anyone else has had this irritating problem?:banghead:
