If I see "Banned" under a forum member's name, and a post by that member appears, am I missing something?

Isn't "Banned" synonymous with "not allowed"?

So ... in forum lingo, what does "Banned" mean?

P.S. I'm all caught up on my chores, and have too much time on my hands this morning, so I thought I'd ask.
 
Sometimes the spammers are banned AFTER they post. AFTER they are banned, no, they can no longer post messages here.
