Is it like a "run Forest run" sticker as a joke or "you can do it" sticker?

She is a VERY smart lady with a lot of class but I think Bill killed her chances with the cigar.
If all that with Bill didn't happen then I think she could do it.
 
more of a "if you get in front of my pick-up you had better run Ms.Hilary"
A few things she did kinda rubbed him wrong in the past I guess.
